Recent years have seen the introduction ofa variety of early warning systems designed forcontinuous on-line detection of disruptions insecurity and quality in the water distributionnetwork. Any evaluation of these systems musttake into account numerous factors that gobeyond detection capability to include suchcriteria as ease of use and dual-use value.This article proposes standard criteria forthe coverage, operational, and performancecharacteristics of early warning systems anddescribes a methodology for mathematicallyevaluating these systems using a modifiedreceiver operating characteristic (ROC) curvewidely used by the military. The combinationof extensive specific criteria and the use of themodified ROC curve can help water utilitiesin selecting appropriate and effective earlywarning system technology. In addition, themodified ROC curves can be used duringsystem operation to help operators set realisticdetection thresholds based on risk conditionswhile understanding the potentialtradeoff in false alarms.
