BS PAS 2021:2012 gives guidance on Regulation (EU)No 995/2010 laying down the obligations of operatorswho place timber and timber products on the market(hereafter referred to as the Regulation) [1]. Inparticular it gives guidance on: who is affected by the Regulation and theirobligations (see Clause 3); how to develop and implement a due diligencesystem to minimize the risk of illegal timber in thesupply chain (see Clause 4 and Clause 5); and good practices for responsible trade in timber andtimber products that go beyond the minimumrequirements of the Regulation, includingcommunicating due diligence to interested parties.This PAS also makes reference to the CommissionImplementing Regulation (EU) No 607/2012of 6 July 2012 on the detailed rules concerning the duediligence system and the frequency and nature of thechecks on monitoring organizations as provided forin the Regulation (EU) No 995/2012 of the EuropeanParliament and of the Council laying down theobligations of operators who place timber and timberproducts on the market (hereafter referred to as theImplementing Regulation) [2].

It covers those timber and timber products affectedby the Regulation, a list of which is given in the annexto the Regulation. Examples of timber and timberproducts covered by the Regulation include solidmaterials like sawn hardwood and softwood, andcomposite materials like particleboard, pulp, paper andpaper-based products like notebooks and envelopesand some packaging when it is sold as a product.

The annex to the Regulation has been reproducedin Table 1.

This PAS is also applicable to monitoring organizations,where it can provide a benchmark for developing a duediligence system and be used as a reference to helpappraise the services offered by such organizations.
