The City of Henderson, Nevada is one of the fastest growing cities in the UnitedStates. In fact, between 1990 and 1996, the City of Henderson was the fastestgrowing city in America with a population increase of 88% during that 6 yearperiod, according to the U.S. Census Bureau. This tremendous growth rate has beenthe impetus for major expansion of the City of Henderson's (City) treated watersupply and distribution system. To keep up with demand for treated water, theCity requires developers such as Lewis Homes and Rainbow Canyon LLC to engineer,design, build, and finance expansion of the City's treated water distributionsystem prior to building homes. This paper discusses the process by which LewisHomes and Rainbow Canyon LLC selected a project delivery method, and how theowners, the City of Henderson, and Montgomery Watson managed the implementationof this $2.4 million treated water distribution project.
