There is increasing evidence that addressing hazards in a piecemeal fashion by developing or purchasing stand alone safety programs such as hazard communication, ergonomics, personal protective equipment or confined space entry are by themselves pieces to the larger safety puzzle. Safety related studies have proven that the development and implementation of effective safety programs can measurably reduce the cost of doing business. In order to improve systemic problems, a holistic approach is needed. This paper focuses on what a comprehensive safety program may consist of, an overview of the Occupational Safety and Health Administration's (OSHA) plans to promulgate new standards and how one water utility has developed a program to comply with forthcoming federal regulations.
