As part of strategic planning undertaken in the mid-1990s, the Kansas City, Missouri, Water Services Department began serious consideration of producing bottled water. Research during 1996 and 1997 included: study of alternatives to tap water available, ranging from small consumer quantities for home use to office/industrial uses and filtration devices; and, consultant studies of financial feasibility and market opportunities. This paper examines policy decisions and implementation from the perspective of 12 months' operations. Awareness through local and national media coverage during the launch and afterwards are discussed. The Department's top management's perspective concerning the program's mission is given along with providing assistance to not-for-profit organizations.
