Full Description

The topic of this paper deals with water resources tied to municipal and industrial water use. Enclaves of realigned military installations, no longer needing the allocations claimed when at full force, are pressured to reevaluate their water needs to allow neighboring communities to plan for future development and reuse. Fort Ord, California, is one such Army installation facing the aftermath of the Base Realignment and Closure Act. Fort Ord's pressure to evaluate their water needs after realignment is compounded by the scarcity of water in the growing Monterey Bay region. This paper presents the water resources situation, describes some of the institutional challenges, and finally offers a status of the situation at present.
