Full Description

This paper discusses the development of the Water Supply Master Plan by the historic partnership of the San Francisco Public Utilities Commission (SFPUC) and the Bay Area Water Users Association (BAWUA). The plan addresses the problems of supply reliability, aging infrastructure, and seismic vulnerability. The goal of the plan is to develop a strategy for meeting the water supply needs of the SFPUC system's customers. When completed, the strategy will include: an approach for developing detailed contractual arrangements between San Francisco and its customers for financing, allocation and repayment of costs, and allocation of system benefits; a strategic plan for simultaneously pursuing multiple water supply options; a framework for encouraging development of additional conservation and customer-implemented projects for regional benefit; and, a facilities master plan for the SFPUC system, identifying needed system improvements and additions, and an implementation plan.
