This paper suggests that while there are numerous opportunities to attend to personnel problems, utility district cultures do not support early intervention. Utilities are described as family organizations, where human resources issues can get lost in the storm overflow. Professional team cultures are explored as promoting a more supportive base for resolving people problems.
