This paper defines how El Paso Water Utilities (EPWU) implemented energy management best practices to substantiallyminimize electric energy costs by:analyzing the potential savings and risk associated with the implementation of newenergy rates and changed rates at appropriate sites;working with the energy supplier to negotiate win-win rates and implementdemand/supply side management strategies for both utilities;developing a plan to implement new energy management strategies;substantially changing water system operations and control strategies to achieve thebenefits of time-based electric rates (rates were previously flat);utilizing on-site generation and implementing load reduction strategies to meetrequirements associated with the interruptible rate; communicating the need and game-plan for energy management with Omeasuring and monitoring load with SCADA to make energy management decisions; and,auditing energy bills for accuracy and comparing against planned energy cost reductionbenchmarks.
