Full Description

The City of Houston's Northeast Water Purification Plant (NEWPP) is a conventionalsurface treatment plant consisting of coagulation, flocculation, sedimentation, andfiltration processes. Primary and secondary disinfection is achieved with chloramines.The plant has the capabilities for UV disinfection. The plant's rated capacity is 80million gallons per day (MGD) and it serves the North Harris County andIntercontinental Airport areas. The source water to the plant is Lake Houston water whichis a low alkalinity (40-60 milligrams/liter (mg/L)), low turbidity and moderate organiccontent water. This plant was brought in to service in August 2005. This paper discusses how the City addressed a significant increase in caustic soda costs by developing an emergencyresponse plan to use lime slurry instead of caustic soda, and optimizing enhancedcoagulation to reduce the dependence on caustic soda that also eliminated the need for COsub2/sub.
