This powerpoint presentation begins by providing a brief overview of regional solutions to water supply challenges. A regional solutions matrix and keys to success are presented, along with a case study at Lehigh Valley, Pennsylvania, that had the objective of studying the possible economic benefits ofregional collaboration in water andwastewater utility service. Approach methodology included spreadsheet models of utility finances driven by three main factors: capital costs and risks entailed in treatment capacity modeled as major plant addition (in 50% of utilities); costs of infrastructure replacement modeled as efficient asset management program; and, costs related to human capital, reduce operating expenses through economies of scale. Three scenarios for 2010 were compared,each analyzed in terms of populationand economic changes: status quo; sub-regional entities - three consolidated utilities (Allentown, Bethlehem, Easton); and, single regional entity.
