This powerpoint presentation begins by providing a brief overview of rate equity and the issue of affordability, and presents the hypothesis of "an assistance program is more effective andefficient if the goals are explicit, targeted methods,avoid unnecessary program features, andgreater support." An example is presented of how the City of Portland Water Bureau aggressively addressed affordability by utilizing the following plan: survey of low income households;development of an extensive assistance program;monitor program effectiveness; and,modify the program periodically as needs arise. Lessons learned include: customers don't utilize available assistance optionsfor many different reasons;low income residential usage -less than average residential andsimilarly shaped frequency distribution,both small and large users; and,most customers haveno awareness of assistance programs and arewilling to pay a little to fund programs.
